The best thing to rent wifi in Tokyo is that tourists can leave their wifi at the airport during their departure.
Most of the people usually arrive at the airport one hour earlier than their boarding time. Then, they buy some souvenirs for their family members, friends, or office colleagues.
If you are one of them, it is easy for you to roam Haneda airport or Narita airport(whichever you use) and do some shopping. Finally, you can leave your wifi at the agency store or message that you are leaving the airport soon, and someone will pick up your wifi.
I strongly recommend renting wifi. But it should be in advance. Otherwise, you may not be able to rent wifi in Tokyo while you are in Tokyo.
